I do not see a problem with understanding that Native Americans had similar foundation conditions for the land on the continental island of North America. and the Inca and Aztecs in Mexico. They should be able to have higher relative significance and importance, like those who know the most about nature. This is a border and boundaryless condition. Then, as a unique diversity level, we can determine prioritized areas for investments, communities, creativity areas, leases, and ownership. The Native Americans should be able to have access to all land and water surface areas as they did not understand ownership boundaries.
